Development of an Environmental and Social framework for UN Women 

The overall objective of the consultancy was to develop UN Women’s corporate environmental sustainability policy framework to inform and guide all UN Women programmes and projects, as well as internal policies and practices. Our experts were responsible for drafting the environmental sustainability policy framework for UN Women, including a gender lens across the framework, ensuring that it is aligned to the UN systemwide advocacy and efforts at promoting environmental sustainability.

Review and full redraft of the Social, Environmental, and Climate Assessment Procedures for IFAD

The focus on this consultancy was on (i) providing clarity between the assessment vs the safeguard functions of the SECAP, while ensuring that they are aligned and mutually reinforcing; (ii) ensuring SECAP safeguard policies, guidance and instruments reflect current good practice on specific standards of MDBs and GCF/other climate financiers (iii) updating/refining  awareness raising and/or training materials for clients,  Management and the Executive Board and (iv) to provide a set of observations / recommendations in terms of any constraints observed in the programming environment within which IFAD safeguards are currently delivered.

Analysis of MFI Institutional arrangements for safeguards function 

This consultancy consisted of a review of the safeguards staff deployment system in ADB and selected multilateral development banks. The study reviewed the institutional arrangements in place for safeguard policy implementation within ADB and selected MDBs; assessed its effectiveness, identified future staffing requirements and how best to enhance the institutional arrangements and deploy existing resources. Our Senior Partner was responsible for undertaking a comparative benchmarking study of the safeguard institutional arrangements of 7 MFIs. Development of a questionnaire for ADB safeguards staff. Analysis of results from 80 survey responses. Drafting of MFI benchmarking report and overall ADB internal organisation report. Presentation of outcomes at the MFI Working Group on the Environment.

Our Senior Partner was contracted to assist with a pilot project to implement the UN Environmental and Social Sustainability Framework within 7 pilot agencies (UNOPS, UNEP, UNIDO, WFP, WHO. IFAD, and UN Women). The contract involved undertaking diagnostic work to understand the nature of each agency’s adoption of ESS measures; in-depth work with each agency at its headquarters; writing of agency-specific reports that offer recommendation as to how ESS measures may be met; and, overall recommendations as to how the ESS Framework might be updated.
